Telangana Chief Minister A. Revanth Reddy has ordered officials to create a “one stop multi purpose Unified Card” for every citizen of the state. The Chief Minister said this card will contain details of all welfare benefits and government services across departments. The Chief Minister instructed officials to launch a special drive to collect individual and family-oriented data of all citizens in the state.
He said this data collection will serve as a foundation for creating an AI-based profiling system. The Chief Minister emphasized that the AI-based system will track 360-degree beneficiary data dynamically. He added that it will eliminate human interface in the welfare delivery process. The Chief Minister ordered the IT department to issue the Unified Cards instead of individual departments creating separate cards. He instructed officials to utilize services of young government officials well-versed with technology.
The Chief Minister said the Unified Card should comprise the overall profile of individuals with datapoints across welfare departments including AarogyaSri, Chief Minister’s Relief Fund, Fees Reimbursement, Labour and Education. The Chief Minister said the Unified Card should be designed for ease in assessing welfare delivery for the poor and vulnerable sections of society.
Chief Minister Shri Revanth Reddy has directed officials to develop a ‘Comprehensive Welfare Card’ (#UnifiedWelfareCard) so that details of all welfare schemes being provided to every citizen in the state are available in a single card. He suggested that it should be clearly evident through this card which citizen is receiving benefits under which department’s scheme and to what extent.
He ordered that immediate necessary actions be taken for this, and a special drive be launched to collect beneficiary data from all departments.
The Chief Minister specifically discussed this matter in a review meeting with Minister, Chief Secretary of Telangana K. Ramakrishna Rao, CM’s Special Secretary B. Ajit Reddy, IT Department Joint Secretary Anudeep Durishetty, and other senior officials.
The Chief Minister stated that through the Comprehensive Welfare Card, the complete welfare profile of every citizen in the state will become available in one place. He said that analyzing this data with AI assistance from all angles would increase transparency in the implementation of welfare schemes.
He opined that following this policy would ensure schemes reach genuine eligible beneficiaries more accurately, while also making it easier to identify ineligible ones.
Instead of each department issuing separate cards, he suggested having a Comprehensive Welfare Card under the IT Department’s leadership. He said to utilize tech-savvy, efficient young officers for this process.
The Chief Minister said the card should include details of Aarogyasri, Chief Minister’s Relief Fund, fee reimbursement, labor department, education department, insurance schemes, and government-implemented insurance schemes. If necessary, they should consider issuing a state-level special unique identity number similar to Aadhaar number.
He said to also link the details of the recently conducted comprehensive social, economic, education, employment, political, caste SEEEPC survey to this card.
He directed the IT Department to collect, along with beneficiary details, the number of contract and outsourcing employees working in various departments, and other details.
He suggested that AI-based profiling should be done. If a death confirmation certificate is issued anywhere, that information should reach the disability pension database, and actions should commence immediately based on it. He said to also link people’s health profiles with the Comprehensive Welfare Card.
He suggested studying the policies followed for migrant workers going from Kerala to the Gulf. He stated that if information related to skill development, training programs, passports, and visa issuance is made available in one place, along with the programs, it would reduce the influence of unauthorized agents.
The Chief Minister clarified that the Comprehensive Welfare Card should ensure welfare benefits reach the poor precisely and assess the impact of every scheme implemented by the government.
