The Lok Sabha on Wednesday passed the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, paving the way for Amaravati to be established as the sole capital of Andhra Pradesh.
Union Minister of State for Communications and Rural Development Dr. Pemmasani Chandra Sekhar described the passage of the Bill as a “watershed moment” for the state, stating that it would bring long-awaited clarity and stability to governance and development.
The Minister said absence of a clearly designated capital in recent years had led to administrative ambiguity, delays in infrastructure projects, and a decline in investor confidence. The new legislation restores a stable and forward-looking framework aligned with the original vision of a single, world-class capital.
Highlighting the human dimension of the issue, the Minister acknowledged the contributions and sacrifices of thousands of farmers and local communities who supported the Amaravati project. Over 29,000 farmers had voluntarily pooled more than 34,000 acres of land, while sustained protests over several years reflected strong public sentiment on the issue.
He noted that the amendment not only addresses administrative concerns but also serves as a “moral reaffirmation,” restoring trust and recognition for those who contributed to the state’s capital development.
The government envisions Amaravati as a major growth engine for Andhra Pradesh, with 91 infrastructure projects worth over ₹56,000 crore already underway. The formal recognition of Amaravati is expected to accelerate investments, generate large-scale employment, and significantly enhance the state’s economic trajectory.
The Minister also highlighted the land pooling model adopted for Amaravati, calling it an example of participatory and inclusive development, where farmers become stakeholders in urban expansion.
He further credited the leadership of Prime Minister Narendra Modi, Andhra Pradesh Chief Minister N. Chandrababu Naidu, and Union Home Minister Amit Shah for enabling the passage of the legislation.
“By ensuring administrative certainty, restoring investor confidence, and honouring the sacrifices of its people, the amendment positions Amaravati as a lasting symbol of aspiration, resilience, and inclusive growth,” the Minister concluded.

In a statement, the Chief Minister said the development marks an important moment for the people of Andhra Pradesh, as it reflects the aspirations of millions and brings the capital issue closer to resolution.
Mr Naidu expressed gratitude to the Union government led by Prime Minister Narendra Modi for introducing and supporting the Bill. He also thanked Members of Parliament from various political parties who backed the legislation, noting that the debate saw support cutting across party lines.
