Telangana: Govt Accords Highest Priority to Education and Healthcare Sectors: CM Revanth Reddy Reaffirms in Assembly

Chief Minister Revanth Reddy reiterated that, despite facing numerous obstacles, the State Government accords the highest priority to the education and healthcare sectors. He clarified that, while rectifying past errors, the government is committed to providing quality medical services to the underprivileged and will mobilize additional funds if necessary.

He explained that, since assuming office, the “People’s Government” has ensured there is absolutely no shortage of funds for the medical treatment of the poor, having spent an unprecedented amount on this cause to date. On this occasion, the Chief Minister presented before the Legislative Assembly the statistics regarding the financial assistance provided by the government over the past 27 months through schemes such as Rajiv Aarogyasri, the Chief Minister’s Relief Fund, and Letters of Credit (LOCs).

Intervening during the Question Hour in the Legislative Assembly, the Chief Minister addressed and elaborated upon various issues. “Based on the figures from the Socio-Economic, Educational, Employment, and Political Survey (#SEEEPCSurvey) conducted by the State Government, we are set to implement the ‘Indiramma Family Life Insurance Scheme’ for 1.15 crore families across Telangana. The government is introducing this scheme with the objective of providing life insurance coverage to the poor, thereby instilling a sense of security and confidence within them.

Since assuming office, our government has spent a total of ₹4,500 crores on healthcare for the poor. Over the past 27 months, we have utilized ₹2,046 crores under the Chief Minister’s Relief Fund (#CMRF) and ₹2,400 crores under the Rajiv Aarogyasri scheme—amounting to a grand total of ₹4,500 crores spent on medical care for the underprivileged.

Up until 2023, an average of ₹52 crores per month was spent under the Rajiv Aarogyasri scheme. Subsequently, during the period from December 7, 2023, to March 25, 2026, the ‘Praja Government’ (People’s Government) has spent an average of ₹89 crores per month.

The previous government left us burdened with a significant amount of pending arrears. While shouldering this very burden, we have successfully enhanced the coverage under the Rajiv Aarogyasri scheme, raising the limit from ₹5 lakhs to ₹10 lakhs. As of December 7, 2023, the outstanding liability inherited from the previous government under the Rajiv Aarogyasri scheme stood at ₹600.27 crores. This figure comprises arrears of ₹240.11 crores owed to government hospitals and ₹360.16 crores owed to private hospitals.

From the moment the Praja Government assumed power until the present day, we have disbursed ₹2,408.51 crores in Aarogyasri funds. Of this amount, the payments made to government hospitals total ₹…” We have paid Rs. 927.99 crores to government hospitals and Rs. 1,480.52 crores to private hospitals. On a monthly basis, we have provided Rs. 34 crores to government hospitals and Rs. 54 crores to private hospitals.

While the total outstanding amount under the Rajiv Aarogyasri scheme stands at Rs. 725.75 crores, Rs. 600 crores of this amount was accrued as arrears by the previous government. Excluding the arrears left by the previous administration, the outstanding amount incurred by the current government over the past 28 months is merely Rs. 100 crores. Furthermore, within this total outstanding amount, the larger share—Rs. 496.31 crores—is owed to government hospitals, while Rs. 231.44 crores is owed to private hospitals.

The government is making every possible effort to support the underprivileged sections of the state. Driven by the resolve to instill a sense of confidence among the poor, we are introducing life insurance coverage for 1.15 crore families.

The assertion that patients are being denied medical treatment due to the non-provision of Rajiv Aarogyasri services is factually incorrect. Everyone is well aware of how the Chief Minister’s Relief Fund (CMRF) was misused in the past; consequently, to ensure greater transparency, we have enabled public representatives to submit applications online.

We are currently developing a state-of-the-art healthcare infrastructure with a combined capacity of 10,000 new beds across the state. This initiative encompasses super-specialty hospitals such as NIMS, Sanathnagar, Alwal, LB Nagar, and TIMS Warangal, as well as the new Osmania Hospital, which is being constructed at a cost of Rs. 3,000 crores. Construction work is progressing at a rapid pace.

Under the Rajiv Aarogyasri scheme, the poor can access medical treatment at teaching hospitals… By referring patients, we facilitate their treatment by expert physicians available there; furthermore, this provides medical students with invaluable professional experience. We are also considering offering incentives to doctors who possess extensive experience in providing medical care.

With the objective of delivering faster and higher-quality medical services to the poor, we are implementing changes to the hospital management framework. Currently, entrusting doctors with the responsibility of hospital administration often creates situations where they are unable to focus adequately on medical practice. Therefore, we are planning to establish a separate department dedicated solely to administration.

We are creating a dedicated platform via the Medical and Health Department website to enable doctors who have earned global acclaim—whenever they visit the state to see their parents or for other personal matters—to voluntarily offer their services free of cost to the poor at government hospitals, subject to their availability.

The medical sector within society is constantly confronting new challenges. We welcome suggestions that are beneficial to the public. Regardless of the circumstances, the State Government’s top priorities remain education and healthcare.

In the realm of education, we are moving forward with a specific strategic plan covering everything from the nursery level up to the 10th grade; similarly, in healthcare, our plan spans the entire spectrum from Primary Health Centers to specialized hospitals. We are forging ahead with the ultimate goal of transforming this state into an exemplary role model,” the Chief Minister comprehensively explained.
