NABARD Tamil Nadu Celebrates 43rd Foundation Day with Stakeholders

Chennai, 18 July 2024 – The Tamil Nadu Regional Office of the National Bank for Agriculture and Rural Development (NABARD) celebrated its 43rdFoundation Day at Hotel Ambassador Pallava, Chennai. The event was graced by the presence of Thiru K R Periyakaruppan, Hon’ble Minister for Co-operatives, Tamil Nadu, as Chief Guest. Distinguished guests included Dr. J. Radhakrishnan, IAS, Additional Chief Secretary to Government, Co-operation, Food and Consumer Protection Department, Government of Tamil Nadu; Tmt. Uma Sankar, Regional Director, Reserve Bank of India; Thiru Brajesh Kumar Singh, Executive Director, Indian Bank; and Dr. N. Subbaiyan, IAS, Registrar of Co-operative Societies & MD, AAVIN.

Shri R Anand, Chief General Manager, NABARD Tamil Nadu Regional Office, highlighted NABARD’s achievements over the past four decades. He noted that NABARD’s disbursement in Tamil Nadu and Puducherry amounted to ₹46,423 crore during FY 24, with expectations of further growth over the upcoming years. Over the last decade, NABARD has supported its stakeholders with around ₹1.67 lakh crore, with nearly 50% each directed towards crop production and investment activities in agriculture.

CGM emphasized NABARD’s role in infrastructure development, including the construction of roads, bridges, warehouses, schools, and irrigation systems in Tamil Nadu. NABARD has supported infrastructure development to the tune of ₹ 36,000 crore under RIDF (Rural Infrastructure Development Fund), which has led to development of 73,000 km of rural road, 87,000 m of bridges, development of  irrigationfacilities in 25 lakh hectares, creation of storage infrastructure of 9.20 lakh MT in Tamil Nadu. 

NABARD’s watershed development initiatives have treated 2.19 lakh hectares, enhancing productivity by up to 30% and increasing farmers’ incomes. He said that due to the soil moisture conservation activities, additional production of one lakh metric tonne food grains per year is expected. Through the Tribal Development Fund, NABARD has implemented 30 projects benefiting around 15,000 families in Tamil Nadu, with a grant support of ₹47.22 crore. Additionally, NABARD has established 483 FPOs, covering around one lakh farmers with a grant support of ₹104 crore, which has helped transformation of farmers by reduced cultivation costs and improved price discovery.

CGM also discussed NABARD’s strides in rural development, supporting rural artisans, rural haats, mandis, rural marts, and SHGs, while addressing rural unemployment. The SHG Bank Linkage Programme stands as NABARD’s most significant achievement, facilitating the establishment of SHGs comprising 70,000 women and providing capacity-building support to 50,000 rural women for income generation, leading to the setup of 7,500 rural micro-enterprises in Tamil Nadu.

NABARD is currently involved in the computerisation of Primary Agricultural Credit Societies (PACS), aiming to make grassroots organizations technology-enabled to better serve rural populations.For the fiscal year 2025, NABARD has set a target of ₹8.34 lakh crore under Priority Sectors in Tamil Nadu.

In his presidential address, Thiru K R Periyakaruppan, Hon’ble Minister for Co-operatives, Tamil Nadu, lauded NABARD’s significant contributions to agriculture and rural development across India. He acknowledged NABARD’s innovative role in strengthening the cooperative and rural banking systems, emphasizing the inseparability of NABARD, agriculture, and cooperatives. He noted the computerisation of over 4,500 PACS at a cost of ₹195 crore as a key milestone.

The Minister praised NABARD’s flagship programmes, including the SHG Bank Linkage Programme, Kisan Credit Card (KCC) scheme, watershed schemes, and tribal development schemes. He urged NABARD to collaborate with the Government of Tamil Nadu in transforming the state into a trillion-dollar economy by 2030 through models of sustainability, technological innovations, e-commerce, and capacity building.

The Minister concluded by highlighting NABARD’s crucial role in addressing the vulnerabilities of marginal farmers and rural areas amid changing economic and climatic conditions. He expressed his best wishes to Shri R Anand, the entire NABARD family, and thanked NABARD for the opportunity to participate in the celebrations.

The Hon’ble Minister for Co-operatives felicitated three Public Sector Banks, Private Sector Banks, Tamil Nadu Grama Bank (TNGB), PuduvaiBharathiar Grama Bank (PBGB), and Tamil Nadu State Apex Co-operative Bank Ltd. (TNStCB) for their active involvement in the Self Help Group (SHG) Bank Linkage Programme and felicitated TNGB, PBGB and TNStCB for their business performance.

Additionally, three Farmer Producer Organisations (FPOs), three Watershed Projects, three Tribal Development Projects were felicitated for their exemplary contributions. Three successful PACS implementing PACS as MSC scheme and the Madurai Agri Business Incubation Forum (MABIF) were also felicitated for their significant contribution.

A special felicitation was given to The Puducherry State Co-operative Bank Ltd.for implementing PACS Computerisation programme in Union Territory of Puducherry. Hon’ble Minister also released a booklet on “Indicative Unit Cost for investments in Agriculture and Allied activities for the FY 2024-25” and launched  a product made by Ayyampalayam Farmer ProducersCompany Limited i.e. “Baby Blend,” a specially formulated mix for infants aged 6 months to 1 year.
