Hyderabad: Former Vice Chancellor of Delhi University Scholar in Residence Prof. Upendra Baxi has been felicitated by NALSAR
NALSAR University of Law honoured to host Prof. (Dr.) Upendra Baxi, Scholar-in-Residence, Former Vice-Chancellor, Delhi University and Professor Emeritus at University of Warwick and Delhi at Shamirpet Campus on 1st November 2023.
Prof. Srikrishna Deva Rao, Vice-Chancellor, Nalsar University of Law has delivered the inaugural address. He has explained that the lecture was fourth in series of lectures organised on the auspicious occasion of the Silver Jubilee year celebrations of the University and 50th Anniversary year of Keshvananda Bharti case.
Prof. (Dr.) Upendra Baxi has delivered a lecture on “The Enigma of the Basic Structure and The Need for a Slow Reading of Judicial Normative Labour – The NJAC Case and Beyond”.
Prof. Baxi holistically covered legal history, judicial pronouncements, and legislative interventions in relation to the Basic Structure Doctrine. He explained cross connections of Raj-Dharm, Praja Dharm and Maryada with lawful limitations on the power of Legislature.

Several dimensions of socio-legal formulations like ‘Opinion, Belief and Judgement’ were delineated as different perspectives in understanding Indian Democracy. He underlined that the conception of sovereignty is within the law and not outside the law. With this backdrop, He traced the development of Basic Structure Doctrine through some monumental cases and contextualized them on the topic of Judicial Appointment.
He demystified the concept of Basic Structure as the power to articulate essential features. An insightful explanation was delivered in the lecture that these essential features are to be tested on several parameters of fundamental rights, independence of judiciary and other related co-existing constitutional features. Furthermore, He exhorted the importance of reading judgements and emphasized the legal education mandate to deliver skills in proficiently analyzing judgements.
At the last note, he congratulated the Prof. Srikrishna Deva Rao, Vice-Chancellor and Nalsar University of Law for accomplishing a luminous culture of legal education in India. Prof.Vidyullatha Reddy, Registrar delivered the vote of thanks.
